Update-03/31/08: Apparently this is caused by the merger of eOpen and MVLS into one.
The outage is not affecting all users, only those that have Vista or Server 2008 in any one agreement. Other products may also cause the issue.

Down Again 9/6/08 and 9/7/08
Started trying on October 30th ... still trying on November 1st. Has this ever worked? This pisses me off. I paid for this software and now I can't download it, and the vendor isn't going to send me any physical media. THIS IS WHY PEOPLE PIRATE YOUR SOFTWARE MICROSOFT. TAKE A NOTE.
